Restructuring the Power Sector: Options for Reform

Civic Exchange has now published my report on
Hong Kong electricity restructuring. And no, this is neither redistricting nor reapportionment, although most people seem to find all three equally (un) interesting.
As I said over there, if you are interested in the topic but not the Hong Kong specific history or regulatory and legal issues, skips straight to the 'Options' section. Most of the options and the recommendations are broadly applicable.
